DESCRIPTION: The Dane County Highway & Transportation Department in Madison, Wisconsin is recruiting for a fulltime (1.0 FTE) Business and Accounting Manager position. The Eligibility List created will be used to fill future vacancies over the next six (6) months.

DEFINITION Under general supervision of the Assistant Highway & Transportation Commissioner, directs and manages the daily business operations and all financial responsibilities related to the Highway Department's enterprise. Oversees administrative activities and performs related work as required.
EXAMPLES OF DUTIES Directs the financial management program, which includes coordinating and managing all functional activities associated with budget preparation, reporting, and financial analysis. Develops, coordinates and implements both short- and long-term-financial policies and programs. Reviews operational spending accounts. Advises, consults and makes recommendations to the Commissioner on all financial matters. Supervises the process of revenue generation to include billing, cash collections and bad debt management. Coordinates the development of all financial programs and preparation of operating budget and long-term capital improvement budget. Develops and maintains Highway Department's accounting system including capital funds. Ensures compliance with accounting principles and procedures as set forth by the Government Accounting Standards Board, WisDOT and generally accepted accounting principles (GAAP) and Board policies. Monitors Highway Department's financial position through the presentation of periodic financial statements and reports. Monitors legal requirements of financial statements. Acts as liaison with State and Federal agencies regarding all financial matters. Directs the annual financial audit performed by independent auditors. Performs special assignments as requested including researching and preparing reports and projects. Supervises staff. Coordinates periodic parking ramp lease administration and maintenance activity. Provides fiscal impact analysis for resolutions and ordinances presented for adoption by County Board. Performs other duties as assigned.
EDUCATION, EXPERIENCE & SPECIAL REQUIREMENTS
Education, Training and Experience: Any combination of education, training and experience equivalent to a Bachelor's degree from an accredited college or university in business administration, finance or accounting and five (5) years of progressive experience in public or private financial management or business development. Also, requires one (1) year of supervisory experience. Governmental accounting experience is preferred.
Special Requirements: Must have a valid driver's license, or access to reliable personal transportation, or equivalent.

KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of Federal, State, County and Municipal laws related to the financial management of County Highway operations. Knowledge of policies and procedures related to modern business operations and practices. Knowledge of the principles of personnel management. Working knowledge of financial planning and reporting, governmental financial accounting practices. Effective interpersonal, oral and written communication skills. Ability to analyze complex business and operational issues, financial matters and to make sound recommendations. Ability to coordinate, direct and manage the work of others. Ability to effectively establish and maintain good working relationships with employees, including both direct and indirect reports, public officials, and the general public.
