The EIB, the European Union's bank, is seeking to recruit for its Directorate – Corporate Services (CS) – Buildings and Logistics Department (BLD) – Buildings & Logistics Management Office Division (BLMO) - Procurement & Vendor Management Unit (PVM) at its headquarters in Luxembourg, a (Associate)Contract Management Specialist. This is a full time temporary position at grade 4/5.
The term of this contract will be 2 years ending no later than 15.04.2023.

Join our team as (Associate) Contract Management Specialist where you will contribute to implementing new solutions and services for lean contract management aligned with International norms and best practice in Facilities Management and provide legal expertise for the team of procurement specialists and contract managers, and ensure a customer service oriented approach.
As a(n) (Associate) Contract Management Specialist (internally referred to as (Analyst) FM Officer) you will report to the Head of Procurement & Vendor Management Unit.
In this role, you will liaise with colleagues in the Buildings and Logistics Department who are managing the FM services, with the Bank's Procurement, Compliance and Legal Services and collaborate with other stakeholders, as appropriate, in the field of your expertise.
Contribute to the implementation of the operating procedures and processes set out as part of the Division's strategy and proactively support the changes
Contribute to the implementation of the Department's procurement and contract strategy; ensure alignment with industry and Bank's best practices and methodologies for managing opportunities and risk, as well as the European Facilities Management norm (EN 15221)
Contribute to the continuous improvement and integration of lessons learned into the contracts
Collaborate with the Quality Assurance team to document contract administration and management policies and procedures,
Provide legal advice related to contract administration and procurement aspects and offer support by analysing business requirements, preparing and reviewing contracts and standardising templates, clauses and contract administration practices
Analyse and review call for tender documents, liaising with stakeholders involved in the procurement process by establishing trustful working relationships
Ensure that the central register of the Department's contracts is kept up-to-date for managerial decision-making
Contribute to periodic activity reporting, dashboards, annual reports and report regularly on progress
University degree in Law or a degree in Business Administration, Political Sciences, International studies - ideally complemented by postgraduate legal studies (L.L.M)
At least 3 years of professional experience in contract management and/or procurement
Experience in contract design and execution, public tendering, ideally gained in an international organisation or public administration
Understanding of Service Level Agreements and performance measurement based on Key Performance Indicators
Sound knowledge of the legal framework and regulations governing contract management and EU public procurement, as well as best-practice
Good understanding of the trends and developments within the Building and Facility Management sourcing market would be considered an advantage
Strong commercial awareness along with a customer centric approach
Ability to draft contracts in English
Very good knowledge of English and/or French with a solid understanding of the other (**)
