The Small Business Development Department is looking for a self-directed individual with demonstrated leadership skills in a Manager, Small Business Development role. The ideal candidate will develop and lead the Authority’s efforts to creatively engage and promote disadvantaged local small businesses and;
Develop and manage the Authority-wide small business development program in accordance with Authority and other local, state and federal regulations and sound professional practices; plan and facilitate outreach programs to educate and recruit disadvantaged business enterprises (DBE’s) and assist DBE’s in overcoming barriers such as bonding, financing, certification and technical assistance; serve as the DBE Liaison Officer for the Authority.
Manage staff involved in monitoring compliance of contractors and concessionaires with contract provisions and Authority requirements; facilitate meetings with managers, staff and representatives of DBE’s to determine how to handle potential compliance problems and reconcile disputes.
Participate in the state-wide unified certification program; oversee the maintenance of departmental program files and databases; monitor program expenses, contracts and assigned consultants; represent the Authority in meetings with professional and community groups.
Provide day-to-day leadership to ensure a high performance, customer service-oriented work environment; monitor performance and provide coaching for employee improvement and development; recommends compensation to recognizes performance.

Critical Evaluation: Analytical thought leadership, interpreting research-based customer insights, identification of trends, create customer experience design tools and methods to be used by the broader organization, and formulate recommendations, respond to complex situations and trends.
Agility: Readily adapts behavior and work methods in response to new information, changing conditions, or unexpected obstacles.
Interpersonal Skills: Ability to articulate and relate information or implement solutions with different audiences, effective verbal and written communication and presentation skills, flexibility in approaching work situations, negotiation skills, manage change; skills to communicate clearly, establish and clarify ideas and expectations, conflict resolution listen and engage others, collaborate effectively.
Experience & Education:
Graduation from a four-year college or university with a major in public or business administration, human resources, psychology, or a closely related field;
At least five years of progressively responsible experience in planning, designing and implementing small business programs and/or contracting, at least two years of which involved supervisory and federal, state, local or special Authority contract compliance;
Or an equivalent combination or training and experience.
Depending on experience, hiring range is $85,178 - $112,860.

The San Diego County Regional Airport Authority was created on January 1, 2003, as an independent agency to manage the day-to-day operations of San Diego International Airport and address the region’s long-term air transportation needs.
The legislation that created the Airport Authority mandates three main responsibilities:
