The EIB, the European Union's bank, is seeking to recruit for its Compliance Directorate (OCCO), Compliance Operations Division (OCCO/-/OPS) at its headquarters in Luxembourg, 2 (Senior) Compliance Officers. This is a full time position at grade 5/6.
The term of this contract will be 4 years
Panel interviews are anticipated for mid October.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Based on the assessment of their respective professional qualifications and experience, candidates will be selected for a specific profile.
The Compliance Directorate has undergone substantial changes over the last years in terms of organisation, staffing and management, but also concerning priorities and approach to Compliance. The diverse Compliance team currently consists of a group of Compliance experts with a wide range of professional backgrounds, adhering to guiding principles of teamwork, strong professional ethics and high commitment.
The Compliance Operations Division is mainly responsible for the assessment and management of Compliance risks (in particular AML/CFT and related integrity matters) associated with the Bank's activities in relation to its policies, rules and procedures and in the areas of relevance for the Compliance Directorate.
Individual (Senior) Compliance Officers assess the quality, adequacy and effectiveness of business controls in their domain, in order to develop solutions, which will strengthen the Compliance function as a second line of defence and mitigate business risk and/or maximise operational efficiency and quality.
As a (Senior) Compliance Officer (internally referred to as (Senior) Officer) in the Operations Division, you will work under the supervision of the Group Chief Compliance Officer, the Director of Compliance, the Head of Division, or the Reporting Officer, as the case may be. You will interact with colleagues both within the Compliance Directorate and other EIB Directorates (in particular with the Operations Directorate, the Legal Directorate and Compliance Liaison Officers located in all Directorates) and at the European Investment Fund (EIF), and will also manage relationships with external regulators and other stakeholders to protect the interests of the EIB. You should therefore demonstrate the ability to develop and leverage internal and external relationships.
Given the broad spectrum of competencies listed, it is expected that candidates will have a good knowledge of the majority of these, but with profiles in their specific fields of specialisation.
You will use your expert knowledge to:
Provide input to the strategy and policy development process for compliance operations by EIB in the specific areas of Regulatory AML and/or mandates, programmes, facilities and products, in order to mitigate risks
Support the origination of operations under mandate at both the level of knowledge-sharing, product development and the structuring of complex individual operations
Deliver opinions, advice and traces compliance risks for complex and/or highly visible operations
In cases of non-compliance or the identification of business risk, advise business area managers of potential measures of internal control
Contribute to the development of the operational plan and business planning for own area for the benefit of the Division, Directorate and Bank as a whole
Provide coaching and support to less experienced colleagues to increase their knowledge in the field of expertise and to increase the efficiency and quality of the work activities carried out by the Division
Keep up to date with literature, industry trends and developments and news reports with regard to your own specialist field to ensure state-of-the-art approaches to Compliance
Lead focus groups, meetings, benchmarking studies around themes and topics within own specialist field in order to keep EIB staff and fellow colleagues informed
Actively participate in relevant conferences thus contributing to EIB visibility, including abroad
Pro-actively share and disseminate own knowledge for the awareness-raising of fellow officers and in order to promote a broader sense of responsibility Bank-wide regarding compliance of all relevant policies, procedures and work instructions to be followed by all EIB staff
Prepare detailed reports for the Compliance Directorate's management
Address any compliance issue at the request of the Group Chief Compliance Officer, the Director of Compliance, the Head of Division or the Reporting Officer.
University degree, preferably in Economics, Finance, Law, Political Science;
At least 5 years of professional experience in areas related to compliance, and/or other areas related to the Compliance Directorate's fields of competence;
For Regulatory AML:
Knowledge and experience in the areas of EU AML-CFT regulatory environment
Demonstrable experience of AML in the banking / financial services sector
Expertise in treasury/borrowing services would be an advantage
For Mandates: Knowledge and experience in the areas of
(i) mandates and other partnerships with third parties/Financial Instruments (e.g. the European Commission)
(ii) banking products (in particular lending, guarantee and equity products);
Training in the field of research and analysis would be an advantage;
Knowledge of and experience in best administrative practices and activities;
Ability to appreciate the relevant operational context and the importance of practical implications when giving expert advice;
Knowledge of standard computer tools and full proficiency in internet searches; knowledge of compliance-related computer tools;
Some knowledge of the Bank's objectives and policies;
Excellent knowledge of English and/or French(*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
