This person is responsible for planning and leading procurement processes for a wide range of complex or high-risk contracts to support PDC's goals and operations. Provides technical assistance and training to staff and vendors on PDC's contracting rules and processes. Plays a critical role in ensuring the participation of minority-owned, women-owned, and disadvantaged businesses as prime contractors, subcontractors, and consultants on agency-supported projects.

Minimum Knowledge and Skills
Expert working knowledge of public procurement and contracting procedures, including working knowledge of public contracting laws, policies, and contract administration.
Ability to analyze, synthesize, and improve complex project/program requirements into clear and succinct contract terms.
Ability to work collaboratively in a team environment with skill in active listening, a focus on solutions, and team decision-making.
Excellent oral and written communication skills and public speaking.
Ability to work as a detail-oriented self-starter with limited direct supervision.
Ability to perform both detailed and large-scale planning and scheduling.
Proficiency in computer applications such as word processing and spreadsheets is essential
Strong critical thinking, analytical, and project management skills.
Ability to coordinate outside consultant work and construction contracts.
Minimum Education and/or Training
Bachelor’s degree in a related field or an equivalent combination of training and experience. Must possess and maintain a valid driver’s license.
Five to eight years of experience with public contracting, construction project management, or equivalent combination of education and/or experience.
Preferred Education/Training and/or Experience
Certification through the National Institute of Governmental Purchasing (NIGP) as a Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Officer (CPPO), or Certified Professional Supply Management (CPSM) certification through the Institute of Supply Management (ISM).
